I am happy to report that for the 12th consecutive year, the total budget expenditures have remained relatively stable and minimal. Cost containment continues to be a primary goal of mine and has likewise been an aim of the Borough Council. Once again, with this direction, we have attained a very positive result and I commend Council for their steadfastness to this objective. Another annual goal has been to present a fully compliant budget to Council with regards to the State's financial regulations. This budget is, in fact, a fully compliant budget without any cuts in services. This budget contains an average increase of 2.26% in municipal taxes to a property in Lincoln Park. The total amount to be raised in taxes is $193,190 below the allowable levy cap. It is also essential to note that this budget was achieved in the face of the continued loss of tax ratables due to flood buy outs and successful tax appeals, primarily in the commercial and industrial sector. On a positive note, however, it appears Lincoln Park is about to turn the corner and begin to reverse these negative trends. As you know, two significant residential development projects are about to commence in the downtown area. Another residential development, Dovetail Commons, is expected to break ground later this year. Additionally, the former gas station at the corner of Boonton Turnpike and Comly Road is being redeveloped as an upscale multi-unit retail center. The end result, and more importantly, is what this means to the taxpayers of Lincoln Park. If you wish to make an appointment, please call the Borough Offices at 973-694-6100 and contact the appropriate department. Borough Hall will remain locked and all visitors will enter through the main entrance. When you arrive for your appointment, please call your contact person and they will meet you at the door and escort you to their office. All visitors to Borough Hall are required to wear a face covering and maintain social distancing. A hand sanitizing station will be located in the vestibule area of the main entrance for your use before you enter the building.
The Borough has 2 lock boxes available 24/7 for anyone wishing to drop off paperwork to any of the departments. One box is located inside the vestibule of the main entrance to the Municipal Building and the other is located outside the Community Meeting Room. Please feel free to contact the appropriate department to confirm they have received your documents.

Five Minutes or Less for Health: Be Summer-Savvy
Summer brings a lot of fun and a lot of health and safety challenges. Take a few minutes to be safe and healthy.- Use U.S. Coast Guard-approved life jackets on the water.
- Use sunscreen and a wide-brimmed hat.
- Drink plenty of water even if you don’t feel thirsty.
- Put on insect repellent.
- Wash your hands often.

Heat-related illness happens when the body’s temperature control system is overloaded. Infants and children up to 4 years of age are at greatest risk. Even young and healthy people can get sick from the heat if they participate in strenuous physical activities during hot weather. For heat-related illness, the best defense is prevention. - Never leave infants, children, or pets in a parked car, even if the windows are cracked open.
- Dress infants and children in loose, lightweight, light-colored clothing.
- Schedule outdoor activities carefully, for morning and evening hours.
- Stay cool with cool showers or baths.
- Seek medical care immediate if your child has symptoms of heat-related illness.
Just a few serious sunburns can increase you and your child’s risk of skin cancer later in life. Their skin needs protection from the sun’s harmful ultraviolet (UV) rays whenever they’re outdoors. - Cover up. Clothing that covers you and your child’s skin helps protect against UV rays.
Use sunscreen with at least SPF (sun protection factor) 15 and UVA (ultraviolet A) and UVB (ultraviolet B) protection every time you and your child go outside

The County Committee election is postponed until the 2021 election year. Current County Committee member’s terms will be extended until the 2021 primary.

Montville Township has a 24 hour drop box for your primary ballot and is the closest town that has a drop box. (Mt. Olive Township municipal building, Rockaway Township municipal building, Madison Borough municipal building and in front of the Morris County Clerk’s Office on Court Street, Morristown)
There is NO machine voting for this election. You will only be able to vote provisionally at the polling site.

A MESSAGE FROM PAL Now that summer is upon us, some PAL sports will begin thanks to Governor Murphy allowing practice and eventually the playing of games. This is great news for the children of Lincoln Park. The kids can get out and play the sports that they enjoy as well as seeing some of their friends. Lincoln Park without baseball, softball and soccer this spring was very unusual, but Covid-19 was something we had to take very seriously. PAL Sports intend to follow the social distancing rules that were put in place by the State of New Jersey as well as the Borough of Lincoln Park. With that being said, both players and parents MUST adhere to the 6 feet social distancing rules. While the children are playing a sport, they are not required to wear a mask, but while they are on the bench or the sideline, they are required to wear a mask, as are the coaches. There will be ABSOLUTELY NO SHARING OF EQUIPMENT. Coaches will have sanitizer with them. The PAL takes this virus very seriously, and the coaches will be required to enforce social distancing and mask wearing regulations. Temperature checks of ALL participants will be taken prior to any practice or game. As a reminder to parents, if your child is not feeling well for any reason, please keep him/her home. The safety of your son or daughter, as well as the other players and volunteer coaches is of the utmost importance.
