Mayor & Council

The Borough of Lincoln Park is governed by a Mayor and Seven Borough Council members; 3 At-Large and 4 Ward. The Mayor is elected to a 4-year term; the At-Large Council Members and Ward Council Members are elected to 4-year terms. The Mayor votes only in the event of a tie. This seven-member governing body is empowered to enact local ordinances, to levy municipal taxes and conduct the affairs of our community. In almost all cases, it can review and approve the actions of other Borough of Lincoln Park, committees and agencies. The Mayor and Borough Council conducts all of its business during monthly meetings open to the public. All Legislative powers of the Borough are exercised by the Mayor and Council. These powers can take the form of a resolution, ordinance or proclamation.

PRESIDENT LOUIS J. PEPE
Council Liaison to the Borough's Health Department.
Improving Borough operations and maintaining a high standard of services offered to our community residents requires leadership, direction and accountability of decision makers at the local level. As a business administrator/CFO and member of the council, I know first hand the importance of effectively managing our resources in order to meet the needs of our community and plan for a brighter future.
My wife Simona and our two daughters: Jessica, a junior at The College of New Jersey (TCNJ); and Megan, an upcoming freshman at Ramapo College of New Jersey, reside at 25 South Valley Road. We have enjoyed the benefits of watching our girls grow into fine young ladies in a neighborhood that embodies respect, security, friendliness and an overall sense of community. Although our borough is divided into 4 separate Wards, it is one community that represents these same values. As councilman at large, I am afforded the opportunity to benefit all residents in my decision making and personal service; therefore allowing me to represent other residents along with those of my ward. This holds with my personal values and beliefs that when we do what’s best for the whole, each of us benefits individually and as a community.
In addition, Councilman Pepe’s public service has included service to the community, county and the nation as follows:

* School Board Member 1997 – 2000 (Vice President 1999 – 2000)

Council Liaison to the Police Department.
I have lived in Lincoln Park for the past 29 years with my daughter Carol Ann. I am married and my husband, Wayne, has two daughters, Amy and Rebecca. I am retired from the County of Passaic Finance Department, where I was employed as the Payroll Supervisor. During my employment with Passaic County, I served as the President of the Employee's Credit Union, secretary to the Employee Pension Fund, and Assistant to the Treasurer. I am and have been involved with many organizations in Lincoln Park. Currently, I am a member of the CERT team and of course, a Councilwoman. Some of the organizations I have served on are as follows:
* Lincoln Park First Aid Squad - I am a lifetime member, and during my 13 years as an active member on the squad I served as President, Vice-President and Treasurer.
* Police Matron
* Planning Board Member
* Lincoln Park Library Trustee
* Lincoln Park Girl Scouts

Ward II - COUNCILMAN MATTHEW PETRACCA
Councilman Matthew Petracca is a lifelong resident of Lincoln Park and an alumni of the Lincoln Park Elementary and Middle Schools. He went on to receive his bachelor's degree and Juris Doctorate at Seton Hall University. Currently, Councilman Petracca is an alternate prosecutor for the Township of Boonton as well as an attorney at Cabana & King, LLC. He is a past member of the Planning Board and is involved in the community through its many programs and organizations. |

Ward IV
- COUNCILMAN JAMES A. WILD
James A. Wild Has served the residents of Ward IV as their council representative since 1991. In addition, Councilman Wild's prior community involvement includes:
*Member of the Planning Board, (total of more than 5 yrs Planning Board experience)
*Council Liaison to Office of Emergency Management
*Member of the Lincoln Park Day Committee
*Served as Council President in 2003
During his tenure has served as Council Liaison to the Fair Housing
Committee, the First Aid Squad and the Fire Department
A resident of the Borough since 1946, Councilman Wild is a graduate of Boonton High School, and served as a Lincoln Park Police Officer from 1964 - 1969. He was also active in the Borough Recreation and PAL, coaching football in the late 1960s and early 70s.
Just recently retired, he was employed as Service Manager for 47 1/2 years at Wayne Transmission Service. He is a member of the Morris County 200 Club, and an active supporter of New Bridge Services. A devoted family man, Jim and his wife Barbara have one son, Jim and two grandchildren.
His firm, ongoing commitment to the Borough and especially to the people of Ward IV is evident through his constant availability to his constituents, to deal with any issues or concerns they may have.
